California Technical Bulletin 117-2013 Upgraded to U.S. Federal Mandatory Regulations Date: ​ June 15, 2021

On December 27, 2020, HR133 Consolidated Appropriations Act, 2021 was signed into action. This Act designates the FF – Other Matter of the Consolidated Appropriations Act, referred to as Title XXI – COVID-19 Regulatory Relief and Work from Home Safety Act, to be mandatory and adopts California’s flammability standard, Technical Bulletin Number 117-2013 (TB 117-2013), for indoor upholstered furniture as a mandatory flammability standard.


Effective date: June 26, 2021


All upholstered seating furniture imported or sold in the United States must comply with the flammability test specified by California Technical Bulletin TB117-2013. In addition to the labeling requirements required from the California TB 117-2013 standard, each item of upholstered furniture is required to bear the statement, “Complies with the U.S. CPSC requirements for upholstered furniture flammability” on a permanent label located on the product after June 25, 2021.


Applicable Products: Upholstered Furniture - Seat Furniture
For indoor use
Removable or fixed
Structure with upholstered seat, back or armrest
And as follows:
1) Manufacture or sell accompanying cushions or pillows without regard to being attached to or separate from the furniture product
2) Whole or partial stuffed; stuffed or may be stuffed or stuffed to any material including substances or materials that are concealed by cloth or other coverings, including cushions or pillows belonging to or constituting a furniture product
The structural unit of furniture, any fillings; containers and coverings may be used to support the body or limbs and feet of the individual when the individual is in a vertical or inclined sitting position
Children's furniture products.


Test Scope:
Outer cover fabrics;
Barrier, interliner;
Filling materials;
Decking materials.
